Third Pillar

The third pillar of the Arab Network for Popular Education (ANPE) operational model embodies a steadfast and systematic commitment to the Monitoring, Evaluation, and Learning (MEL) framework, serving as the fundamental pillar for ensuring the quality and sustainability of interventions. In a region where the education and popular education sector often suffers from 'weak data' and a lack of precise indicators—posing a structural barrier to crafting effective educational and developmental policies—ANPE’s MEL framework serves as a strategic tool to overcome this challenge.

The role of this framework is not limited to the quantitative measurement of activities; rather, it extends to become a driver for institutional development through three main axes: first, enhancing accountability and transparency toward partners and targeted communities; second, improving the internal and operational performance of the Network and ensuring efficiency in resource management; and third, creating a culture of 'continuous learning' that allows converting field experiences and extracted data into applied knowledge. This contributes to developing practices, guiding innovation in popular education programs, and supporting evidence-based advocacy
