We are educational activists from multiple associations who pioneered and accumulated experience in educational commitment — beginning in Lebanon and extending throughout the Arab world, within all its specificities and differences.

This experience began through adult learning since 1968, and then branched into building educational approaches and foundational expertise that led to a broader commitment to education in Lebanon and across the Arab world. This group was distinguished by drawing on the thought and practice of Paulo Freire, and saw the importance of allowing this experience to interact within the specificities of the Arab world. Since its establishment in 2009, the Arab Network for Popular Education has sought to build and coexist with civil society and governmental actors to consolidate this change within diverse educational practices. In addition to its civil society engagement, the Network has built partnerships with key international educational organizations — both benefiting from their expertise and contributing its own experience to the dynamic influence of these organizations across Arab societies.

The Lebanese Educational Coalition:

The intellectual and educational arm of the Network, responsible for curriculum development, knowledge approaches, and training programs.

The Popular Education Unit:

A national and regional framework uniting organizations working in popular education and adult learning in Lebanon and the Arab region. It specializes in lifelong learning, social education, and citizenship.

The Network is the comprehensive reference for governance, advocacy, policies, and regional programs.

Origins & History

The historical trajectory of the Arab Network for Popular Education is deeply linked to the pursuit of social justice and democratic participation in the Arab world. The movement's roots can be traced back to the Ecumenical Popular Education Program (EPEP), which emerged as a response to traditional and rote-learning models that often-reinforced social hierarchies. These local efforts transformed into a broader regional network in 1979.

Philosophy

The philosophy guiding the Arab Network for Popular Education is drawn primarily from the emancipatory theories of Paulo Freire, particularly the concept that education must involve "reading the world" before "reading the word." This approach, which aligns more closely with the renewed cultural, social, and political context of the Arab region, seeks to empower learners by transforming them from passive recipients of knowledge into active agents of their own development. The establishment of ANPE was a recognition that literacy and basic education are not merely technical skills, but fundamental tools for human liberation and the construction of a democratic civil society.
